Thomas Koshy joined the IAEA in September 2011 to head the Section on Nuclear Power Technology Development at the IAEA Department of Nuclear Energy.

Before his appointment to Vienna, he was a government regulator and researcher for the United States Nuclear Regulatory Commission (USNRC), involved in nuclear systems design, testing and operations. For the past five years, he was Branch Chief for Mechanical and Electrical Engineering at USNRC managing the development and regulatory issues related to new and operating pressurised water reactors (PWRs) and boiling water reactors (BWRs). Earlier in his career, he worked as Senior Resident Inspector and System Design Engineer for PWRs, BWRs. He served on the US President’s Commission on US-Canada Power System Outage

Task Force as an electrical and operations expert and was Technical Advisor to the Canadian Regulator in the evaluation of the blackout response at Pickering Nuclear Generating Station in Canada.

George Felgate was appointed Managing Director of WANO in September 2009.

Prior to this position he worked at the Institute of Nuclear Power Operations (INPO) in the US for 26 years, where he served in a variety of leadership positions including Vice President of Plant Operations and Vice President of Analysis.  Mr. Felgate has also held positions with the US Nuclear Regulatory Commission, the Koeberg Nuclear Power Station in Cape Town, South Africa, the Fast Flux Test Facility in the US, and the US Navy Nuclear Propulsion Program.

Mr. Felgate holds a bachelor’s degree in mathematics from the US Naval Academy and a master’s degree from the US Naval Postgraduate School.  He is a graduate of the Harvard Advanced Management Program.

Joe Pollock brings a strong perspective - as an operator and now as a representative for the United States nuclear fleet. Pollock is a 35+ year veteran of nuclear operations who, as a Vice President for Entergy, currently works on-loan from Entergy addressing post-Fukushima safety issues for the U.S. fleet at the Nuclear Energy Institute. Prior to his current stint at NEI, Pollock was Site Vice President of the Indian Point Energy Center in New York.

Joe Pollock will provide the latest NEI update on issues being addressed at the national level, actions that are being developed in advance of regulatory requirement and steps underway by operators across the country as guided by the NEI effort. Secondly, hear more from this veteran operator about day-to-day plant actions and challenges being handled “on-the-ground” regarding Fukushima safety enhancements.

Before joining Entergy, Pollock spent more than 30 years at power stations including Calvert Cliffs, Salem Generating Station and D.C. Cook Nuclear Station. Well rounded, Pollock is a knowledgeable expert and a respected leader for the nuclear energy industry with new information to share to attendees.

John Overly is Program Coordinator, Fukushima Response Program at Duke Energy, a position he assumed on August 1, 2011.

In this position, Mr. Overly has leadership responsibility for Duke Energy’s Emergency Preparedness related activities in response to the Fukushima Daiichi accident.

He has 31 years of experience in the nuclear power industry where his responsibilities have run the gamut of nuclear operations, training, health physics, and emergency preparedness.

Before joining the Fukushima Response Program, he was Supervisor, Emergency Preparedness for the Shearon Harris Nuclear Plant. From 1991-2007 he worked at Oak Ridge National Laboratory’s High Flux Isotope Reactor, which produces transuranium isotopes for research, industrial, and medical applications and neutron-scattering materials experimentation. Prior to joining the national laboratory, he spent four years at several commercial nuclear plants providing health physics support. Additionally, Overly served in the US nuclear Navy, including a tour on the fast-attack submarine USS Gato.

A graduate of the University of Tennessee, he has a Bachelor of Arts degree in History. He also received senior reactor operator and reactor operator certifications.

In this role, Mr. Franch was responsible for providing quality engineering services for the operational U.S. nuclear fleet. He was also charged with developing and aligning engineering ... resources to effectively deliver design certification and detailed design for the first U.S. EPR, an advanced, evolutionary, pressurized water reactor design. He has been with AREVA NP Inc. and its predecessor companies since 1990. Mr. Franch, served as the Head of AREVA North America E&P. He has been with AREVA for more than 20 years and has more than 29 years of nuclear power experience. He is an experienced in the design, analysis and construction of nuclear generation stations, including engineering consulting, project management, and business management and development. With the acquisition of Duke Engineering & Services in May 2002, he joined AREVA NP Inc., where he led Fort Worth office. He served as Vice President of the Plant Engineering Product Line. He also serves as a member of the American Nuclear Society and the American Concrete Institute. He received Bachelor of Science degrees in Civil Engineering and Architecture from the University of Illinois in 1981.

William Cooper, as the Director - Strategic Project Development, is responsible for the application of AREVA Worldwide Severe Accident Technologies to the CANDU PHWR Nuclear Fleet.

Bill has been working in the Canadian Power Generation Industry for 26 years with the last 8 years working for OEM’s and prior to that 18 years of Utility Experience.  He has a Bachelor and Masters of Science in Mechanical Engineering from the University of New Brunswick, a Master’s Certificate in Project Management from the Schulich School of Business and is a registered Professional Engineer.

Mr. Cooper started his career at New Brunswick Power as a Plant Design Engineer and became a Senior Technical Specialist at Point Lepreau for ASME Code issues and Power-Operated Valve Programs. He authored the 1st CANDU Motor Operated Valve Program to be endorsed by the Regulator in Canada and later implemented the Valve Program at Bruce, Darlington, Pickering B and Pickering Unit #4 Return to Service, while working for Ontario Power Generation. This Valve Program work was highlighted in the COG CANDU Karats, and was presented at COG/IAEA workshops and conferences.

Bill then worked for AECL as a Technical Manager on the Cernavoda New Build leading the Equipment & Components Group as well was the Engineering Manager for the Point Lepreau Refurbishment Project on the refurbishment Civil & Mechanical Scopes.

Bill’s continues his work in the safety-related field with his current position at AREVA as the Chief Responsible Engineer for all aspects of Engineering, Licensing, Procurement and Construction for CANDU PHWR Containment Filtered Venting Systems in Canada, Romania and Korea including worldwide support for the PHWR Fleet.

Bernd A. Eckardt (Diploma Engineer of Mechanics) is a Senior Expert with AREVA GmbH in Germany.  He started his employment at AEG/Siemens in 1971. He is known worldwide as a specialist in his field, especially for the safety issues methodologies and mitigation technologies of containment pressure and leakage control, hydrogen management, sampling and monitoring severe accident situations for PWR, BWR and WWER NPPs. He has been intensively involved in many national and international R&D projects in these fields, e.g., ACE (advanced containment experiments), Single- and multi-compartment deflagrations, DIVA (H2  deflagration in steam/CO2 diluents, JAVA (iodine/aerosol  tests), DEMONA (aerosol generation test), etc. He contributed his knowledge to the community as speaker at many workshops and conferences, e.g., like IAEA and OECD meetings and International Air Cleaning and KTG Conference, etc.

Mr. Nauman is the Executive Director/Manager of Projects & Business Development of Shaw Global Services LLC and is responsible for leading Shaw’s efforts responding to the natural disaster that critically damaged the Fukushima Daiichi Nuclear Station in Japan. With more than 30 years of experience in project management, nuclear operations, engineering, maintenance, spent fuel storage and decommissioning (D&D), he brings a proven record of achievement in the field of environmental restoration, remediation and radioactive waste management.

Mr. Nauman joined Shaw in 1998, as the corporate manager of nuclear decommissioning and led the company’s D&D initiatives at Maine Yankee, Connecticut Yankee and various other remediation projects. He moved into progressively higher levels of responsibilities, including oversight of Shaw activities related to the High Level Vitrification project at Hanford and establishment of the KSL project at Los Alamos.

In late 2001 in the time period following the 9-11 attack on the World Trade Center, Mr. Nauman left Shaw and became vice president of a small private company in New York that specialized in nuclear related projects, radioactive waste management and software applications.

In early 2004, he returned to Shaw and was named vice president of Shaw’s Environmental & Infrastructure Group where he was responsible for business development and operations associated with Department of Energy remediation efforts, as well as D&D projects in the U.K.

In 2006 he transferred to Shaw’s Power Group and has held the position of vice president of Nuclear Maintenance until his promotion to president of Shaw Global Services LLC.

Before joining Shaw, Mr. Nauman worked for more than 13 years for Exelon Corp. (formerly Commonwealth Edison) and served in a variety of roles, including construction field engineer, lead design engineer, manager of mechanical maintenance, maintenance manager, manager of radwaste operations and plant manager at Dresden Unit 1.

Mr. Nauman attended the Nuclear Business Leadership Executive Program at the Kellogg School of Business of Northwestern University, holds a bachelor’s degree in environmental engineering from Southern Illinois University and an associate’s degree in engineering from Illinois Central College.

Mr. Nauman continues to be an active member of the Safety Oversight Committee for Three Mile Island Unit 2 for First Energy Corp., where he has provided independent consultation on safe management of the retired nuclear facility. Additionally, since 2001, he periodically has provided expert consultation to the Nuclear Regulatory Commission’s, advisory committee on nuclear waste management and decommissioning.

For over 34 years, Mr. Maisler has held management, supervisory, and engineering positions in radiation safety and emergency preparedness in the commercial nuclear power industry, DOE complex, and nuclear Navy program.  In his capacity as Emergency Planning Services Manager, Mr. Maisler manages emergency planning projects supporting licensing of new nuclear plants and post-Fukushima initiatives.  He has been extensively involved in developing emergency planning strategies for small modular reactors. He also manages emergency planning services to the clients currently operating nuclear plants. Mr. Maisler has also managed radiation safety projects a various sites in the DOE complex. Prior to joining ENERCON, Mr. Maisler led a team responsible for developing “Site Profiles” for four sites under the NIOSH Dose Reconstruction Project; managed the health and safety program at the DOE Mound site; and was a major contributor to the development and promulgation of DOE occupational radiation safety regulations, standards, and guidance.  Mr. Maisler managed industry efforts promoting effective and efficient implementation of the “new Part 20” for NUMARC.  Mr. Maisler managed the emergency planning program for FPL.  He has also held Health Physics supervisory and engineering positions at nuclear plants and Charleston Naval Shipyard. 

Mr. Maisler serves on Nuclear Energy Institute task forces addressing new nuclear plant emergency planning issues and licensing of small modular reactors. He was a major contributor to the development of industry guidance for new reactor design emergency action levels. Mr. Maisler is certified by the American Board of Health Physics and is a Diplomat of the American Academy of Health Physics. He is a member of the Executive Committee of the Academy and is the current President of the Florida Chapter of the Health Physics Society. Mr. Maisler holds a Bachelor of Science in Nuclear Engineering Sciences from the University of Florida.

Jonathan Hinze is Senior Vice President, International at The Ux Consulting Company, LLC (UxC).  At UxC, he is responsible for a variety of consulting products primarily related to the nuclear fuel and reactor markets.  One of his main areas of focus is nuclear reactor developments and the global nuclear renaissance as well as the impacts of this growth on nuclear fuel demand and the reactor supply chain.  Jonathan joined UxC in 2006 with over five years of experience in the nuclear industry.  His areas of expertise include an in-depth knowledge of the international nuclear marketplace, nuclear technologies, government policies, nonproliferation, and the strong interplay between all of these forces on a domestic and international level.

Before coming to UxC, he worked as Manager, Energy Projects for the International Access Corporation (IAC), a research, consulting and marketing firm with offices in Washington and Tokyo.  At IAC, he was responsible for research projects covering a range of nuclear engineering, policy, regulatory and related issues.  At IAC, Jonathan also shared his time as an external management consultant to a group of U.S. experts working with Japanese nuclear utilities, especially with Tokyo Electric Power Company (TEPCO) on a major nuclear power operations and safety culture improvement project.

Prior to IAC, Jonathan worked nearly four years directly within the Japanese electric power industry, where he gained an excellent background in the international nuclear industry.  As Research Analyst in the Washington office of the Federation of Electric Power Companies of Japan (FEPC), he handled research on U.S. nuclear policies and industry developments as well as helped to coordinate numerous liaising activities between the Japanese and U.S. nuclear government and industry organizations.

In addition to the above, Jonathan has prior experience in positions in government, industry and education.  He is trilingual (fluent in English, German and Japanese), and has lived, studied, as well as worked in various countries, including the U.S., Germany, and Japan.  Jonathan received a Bachelor of Arts in East Asian Studies from Haverford College and a Master of Arts in International Trade and Investment Policy from the George Washington University.

Don Chase is the Director of Plant Process Systems for Scientech, a Curtiss-Wright Flow Control company. He is responsible for integrated analog and digital monitoring and control systems for the nuclear power industry. He has been in this role with Scientech for seven years. Prior experience includes eighteen years of service with RTP corporation, a monitoring and control system supplier, in both industrial and nuclear markets and twenty two years with Analogic Corporation in marketing and engineering roles.

Don’s introduction to nuclear power was in 1980 designing NUREG-0696 Class 1E systems in reponse to the event at TMI. Don holds an AS in Electronic Technology and a BS in Business Administration.
